Fans should come on with the A/C on..You still may have air in the system

There is a special burping method that requires pinching off the heater hoses while you burp the air out

common failures are the fan modules.. and they dont sell the modules separate.. will need new fans and possibly new link harness .. comes as an assembly...they dont know why ? lol lol

I've got the same problem and in my case it is the fan control module. This is a pricey fix because you have to replace the complete assembly, called fan shroud assembly. New shrould, fans and control module. Also requires wiring harness adaptor, called link lead, to adapt new assembly to our wiring. Cheapest I've found is $316 for assembly, $77 for harness with free shipping. In the mean time I have wired in a manual switch to turn fans on when needed.

(Continued)..Don't the new replacement shrouds come with same connectors as the old one?

Appearently Jag has changed something to require the adapter. I don't know what that might be because I haven't seen one yet. But I've been told by everyone I've contacted that when Jag quit supplying the control module seperately that the new shroud assembly requires the adapter and it is only sold seperately.
Because of the cost which I don't want to spend right now, I'm using my jury rigged switch which is working. Just a pain in the rear, especially if I forget to turn the fans on when needed.
