2003 xtype bad HID ballast can i replace with aftermarket kit as a new ballast is 400 dollars US and a new kit is like 75 or cheaper ? and if i can how would i go about hooking it in to the old harness as its different from a halogen harness

I am a little confused. First do you have factory HID?
If so the ballast is square and turns CCW to remove.
The wiring is a plug in. You will see a slot and can use your fingernail to push the connector off.
Look on ebay for Genuine Xenon. They are a seller and the ballast fits the Jag and they are reasonable.
I just installed one on the passenger light on my 2002 x-type

Did the igniter fix yours ? I was thinking it was my ballast but an igniter would be allot better

 

Igniter and ballast is the same term there is no separate ballast like the after markets

The one you are showing would work fine. Do you know for sure that it is bad. You should swap with the working light each component and see what fails. If not you might want to consider this set since it has both.
