The switch operated by the foot brake allows the lever to shift into and out of the park position.

When you put your foot on the pedal you should hear a click in the J gate, this is the solenoid releasing the inter lock to allow the shifter to move

The manual lever at the transmission it self may be seized. If you take the 3 8mm bolts out holding the cover on (underneath the trans) you can pop the cable off the manual lever and see if the shifter moves freely. If so you will need to spray penetrating oil into the manual lever bushing and try and work it back and forth. There isn't a really good "fix" for this unfortunately

This broke, on the jgate, i replaced it , with new parts and still have the original Jgate, in thier ...
here are pics of the jgate i purchased on ebay, and the broken parts from the original , .... it was broken when it was towed, someone tried to force, the shifgter into gear, it was working and running before it , went to the body shop and could imagine that a shop / body guy, may of finished breaking the plastic, to get the key out....... hence hte broken piece of plastic...........
