Lcgi, your best bet will be to get one of the kits that you can plug into your USB port on a laptop and then using the supplied computer program, access a lot of the internal data. I had one at one time and while it was very useful, the one that I had seemed to need a lot of TLC to keep it going. Maybe the newer ones are more user friendly. I got mine back when OBD-II was still fairly new and no one knew a whole lot about them.
YOu can normally pick up one of the kits for around $150-200. If you try to get a hand held that will do the same thing, you are looking at $500+.

look at the elm327 code reader. It is a generic code reader that broadcasts in either usb or bluetooth. I personally have the bluetooth model and use it with my phone. It works amazing and it only cost $25 for the $5 app and the $20 code reader. I would highly recommend this if you are somewhat tech savvy and want a good, cheap reader.
