When you mention flicker is it like a quick flickering of lights, or is it more like dimming that fluctuates with that the speakers are actually doing?

Jaggy, the dash lights flickering has nothing to do with your battery. Odds are, what has happened is at some point, something struck the headlight switch (specifically the small knob in the upper corner). That little knob is what does the dash lights that are flickering on you and if you damage it or it develops lots of internal corrosion on the rheostat, it will cause the lights to flicker like you are talking about. Sometimes you can turn the dial from min to max and back a few times and it will wipe the rheostat and cause the flickering to go away. But, ultimately, you are looking at a new headlight switch most likely barring a wiring issue. But, that will normally result in the fuse for the dash lights blowing due to a grounding issue.

It's more like a quick off and on...it only happens sometimes...

Jaggy, unless it is bothering you at night with the lights doing what they are doing, I would not worry too much about it. As a side note, if you end up replacing the headlight switch, keep in mind that there are 4 different headlight switches based on whether you have the Canadian DRLs, American (no DRLs), Scandinavian DRLs, or the AUTO headlights. They all have little oddities to them and while they are somewhat interchangeable, before you do, let me know and I will let you know if what you are after is possible and if there are any modifications you may need to do.
