If the one that he drove off with is anything like the one pictured, I am placing money that he at a minimum has the plastic liner rubbing on the wheel if not deformed metal inside the wheel well housing. I would think he messed up the wheel well pretty good if that clamp was still in place.

Now, it is possible that he has managed to hurt the CV joint and/or the wheel bearing by turning the tire with the clamp installed. I am leaning towards the CV joint because if it was the wheel bearing, it should be making noise all the time, not just when turning. Granted, depending on how far the bar over the top extends, I'm sure a simple inspection with the wheel off will show a lot. He may have trashed a ball joint, a strut tower, all sorts of stuff. I think a picture of the wheel well with the tire removed would be a lot more helpful than trying to describe the symptoms.

Post pics or it didn't happen

Seriously that could really mangle some things, by driving with one of those on.

Maybe the noise would stop if he took the wheel clamp off?
