Lbui, you are having an issue because in the middle of 2004, Jaguar changed the wiring harness for the car. In the process, they renumbered the fuse boxes (pre mid 2004 the fuses were number 1 - 89 where later on, each box was numbered one through how ever many fuses were in the box).
Since you are having problems with both seats, you will need to check a few fuses. All of the fuses will be located under the dash in the fuse box there. So, check the following fuses:
Seats with memory settings:
F9 - most likely blown as it takes out both seats at the same time and is battery power
F3 - also high in the list as it takes out both seats at the same time and is the switchable power for the seats
F16 - power to driver's seat only
F3 - power to passenger seat only
Standard 8-way powered seats:
F3 - passenger seat power
F16 - driver's seat power
