I have attached a diagram of the fuse boxes.
The central fuse box is the under dash box in your photo.
The Power distribution fuse box is under the bonnet next to the battery.
Fuse 16 and 17 are for the front lighting in the Power distribution box.
Fuse 63 and 64 are for the rear lighting in the Central fuse box.
The hazards are a switch to the General Electronic Control module.
The lock/unlock is also controlled by the general Electronic Control Module.
Relay 6 in the Power distribution box controls the AC. You can swap it with relay 5 to test. Make sure your power washers are working (relay 5) and then swap it with relay 6 and see if they still work. If so relays are good.
Locking/unlocking could be caused by a switch not indicating closed. I would spray lube the door locks and trunk lock and make sure they are working smoothly. Also, check the bonnet closed plunger switch. Any one of them not setting would stop the lock/unlock from working.
The hazard switch may just need exercising a few times to remove corrosion since it seldom is used.
This will get you started until some of the others with far greater electrical experience stop by.

The GEM is a module and as such I don't believe it has a fuse. I don't see one on the wiring diagrams.
You can go to JagRepair.com - Jaguar Repair Information Resource and download the manual with wiring diagrams.
Did you do anything out of the norm before the failure occurred. E.G. wash engine, make a repair etc. It is possible you have a loose or corroded plug.
I would start by cleaning everything associated with the GEM.
