Default Idle and Acceleration Issue

After a recent radiator and cooling hose change (and break booster line) I cannot seem to get the car to go past 2600 rpm and it will not drive past 5mph. It is idling around 1200 or more as well. I tired to read the codes but my scanner will not connect to ICU for some odd reason. I know the scanner works fine. The car had been sitting for a while so I put a few gallons of high test in it to see if that would clear the problem but no luck. Any suggestions?

Sounds like you could have an air leak with that fast idle, especially as you have been in the brake booster system, an air leak on that line will give those kind of symptoms as it is leaking directly into the inlet manifold and will throw the air/fuel ratio calculations out as its getting unmetered air.
I'd go over that as I guess it was OK before you changed the vacuum line.
