Ronnie, the caps are not supposed to come off. They are supposed to be form fitting enough to allow a little bit of wiggle, but not much. if you find that they are getting too loose, you would have to probably use a dremel tool to get a slight rip in the covering so you can start peeling the cover off. Not sure if you can slide say a thin blade screw driver on the underside of the lug nut to work the cover off that way.

Get that taken care of/replaced now. Nothing worse then getting a flat out on the road and having those Dxxmn caps spin around the nut and not be able to remove the lug nut. Be there done that. Replaced all the capped nuts with solid chrome from LA Wheel

Euant called it; the Toy lugs (Scion, RAV4) are the cure!

The caps come off easy enough.
I had to remove them so the lugs would fit into my Dvinci rims.
That lil bit of metal gone gave me just enough wiggle so they fit.
Do not recall my exact removal process, but it was caveman for sure, no power tools.

Just to chime, I bought some of the $30 Toyota lug nuts off eBay, as many others have done and suggested. They were fine (although they stick out a bit).

BUT after about a year, they are rusting on the outside. Going to look for a new solution.

I had much worse problem on some Jaguar. Stud was turning. I had to weld it from inside of hub.
