jazzfans, the car will not run if you jump across the small and big leads on the starter. This is due to the ignition key being out of the RUN position and this will cause the ECU to not be energized, therefore no spark.
As for your problem, it is most likely a problem with your starter relay in the engine bay fuse box. If that doesn't fix it, then you are probably looking at a bad wire between the relay and the starter.

I actually had the key on while jumping the leads (sorry I forgot to mention that)
Let me give you a history of the things that I have tried.
I switched the relay with one that is the same so I think that eliminates that.
I checked the voltage to the leads on the starter and the big one has plenty of voltage.
(Actually I am concerned because I am getting a reading of about 16 volts)
The small lead only has about 4 volts so I think that might have something to do with it.
Let me give you a history of the things that I have tried.
