I was able to change the top O-ring but not the lower one I am unable to remove the case to insert the ring ,is there a way to get it out it gets stuck and i was not sure if i will need to open /lose other screws can you please advice

Also My steering make a lot of noice only when i cld start in the morning ( it been cold lately in NJ around 20 ish F) and I turn the steering wheel i feel some sound/vibration any ideas why or where this is coming from
