Wipers
Thanks to everyone who helped me out with this. I found a used assembly for $100 on ebay and replaced it. Fixed the problem.. I took the old one apart and found one of the fingers came off its mount. So, going to fix it with a 2-56 screw and keep it for a spare.

Yeah, if you take the cover off the motor there are three copper fingers that ride on a round disk that controls the position of the motor. These fingers are mounted to this cover using plastic studs that are molded in to the cover then are melted over the copper finger. This plastic broke and the finger came off and could not ride on the locating disk anymore. Easy fix...
Before you start stripping the wiper motor out, remove the wiper blade from the drive spigot, the spigot is usualy splined and blades atatched to this, look for a damaged spline, if these get worn then the blade will stop when it gets any resistance, but the spline will turn its full wipe the recover on the way back giving you a half wipe. lets know.
