If the main beams work on flash, but not when selected for continuous use, that suggests that the dip/main beam selector switch on the steering column is U/S.
For the dip beams, if the fuses are good and the switch is new, then assuming all the wiring connections are good, that leaves the relay or the bulbs themselves. The earth connections are shared, one to each pair of light units, so as the main beams flash, they're OK. Have you checked the bulbs and tried a new 4 pin relay?

Chris odds are, for your dip beams, your relay is toast. Granted, there are 2 fuses for the dip beams that could also be the issue. I do not have my diagrams in front of me, so, maybe someone else can give you the fuse numbers to check. The two fuses are the main power for the dip beams and the power for the relay switch actuation. Either one of those can give you the symptoms you are seeing.
