I GIVE UP!
2011 Jaguar XF 5.0 gasoline engine, 58,000 miles. Struggles like fuel starvation on cold starts, throws a restricted performance message and a lean bank 1 high/low pressure code then Idles fine. Obviously with the restricted performance message it runs like crap but if I shut it off and start it right back up it starts perfectly and runs strong. I have replaced both high pressure fuel pumps, the low pressure tank pump and filter and the fuel pressure sensor behind the driver wheel well. None of these have fixed the issue even though the dealer themselves said it was the high pressure fuel pumps. Video link to show y’all what it’s doing. And yes I know you shouldn’t rev a cold engine, just for the video purpose only. https://youtu.be/cIRqYJFDuXQ
My XFR does the same thing sometimes but has never thrown the lean code. Now found injector 7 is intermittently going bad so will be fitting a new injector this week and will be happy if that was the reason for the bad 'lumpy' idle after first starting.
Where's the fun in giving up.........My 5.0SC RRover kept throwing a bad knock sensor code, intermittently for a year or so, driving me crazy, even swapped the ECU, finally found the connector at the rear of the supercharger wasn't pushed together all the way . Happy Day!

I think you've missed something quite important. Your tachometer doesn't budge on start-up. This is not normal.
I always work from DTCs so I cannot really advise you much as you haven't listed any but I would say for you have an ECU, wiring or sensor problem.

I've occasionally seen "delays" to my tachometer on startup before it reads the RPM, but never that long. It may need to see a "stable" RPM before it will start showing a value?
BTW I saw similar behavior with a failing injector, which I fitted new on my engine rebuild, so it had maybe 6 months of use?

I didn't fit new injectors when I did the head gaskets and timing gear on this particular engine. But it started throwing P02F4 which then made the engine go into Restricted Performance mode which then made a bunch of other misfire codes appear including a low fuel related code. Not sure why Jag would put an engine into RP mode then return faults caused by being in that mode but that's what seemed to be happening. If I checked the codes before RP mode appeared but after the CEL was on it just reported the one code. Should it get it running with the new injector today (if I got the fuel rails on properly :-) We will see.
My tach takes a while to get going but I always put it down to the ECU being busy for a while, after all these are not ignition pulse direct drive like the old stuff. I see the CEL is already on when you start the car in the video, can you clear the codes and video it again. The tach may be delayed because of the codes being present.

I fitted my new injector and the car runs fine now when warm. When cold it still doesn't run great immediately after starting and I think it is to do with the pcv valve allowing oil into the intake just before I turn the engine off, when vacuum is highest in the intake. I noticed some smoke when I started it from cold today. So tomorrow I will block off the pcv connection to behind the butterfly and try that for a few days.
