Default Radiator Fan will not turn on. P0480-23

The radiator fan on 2009 XF 4.2L Supercharged engine refuses to come on. Car is warning of overheating.

OBD is reporting code P0480-23 radiator fan circuit fault.

The car was at the dealership where they recommended replacing the fan Assembly. I have pulled the fan and replaced with another. Still it refuses to start.

Dealer also recommended replacing the throttle body, drivers side Cat, I don't know why they both seem to work well.

The owners manual states that Fuse P45 on the engine compartment fuse box should contain a 80amp red fuse for the fan. What I find in that position is a relay. I replaced the relay with similar from another position. Still no fan.

The fan wiring has two plugs. One for power and earth, the other apparently for a signal. Wire harness looks normal.
I've unplugged the harness and have tried to feed power with a probe. Nada, niet, nothing.

I am stuck. What else should I check?

ps.
The car drove over a median and suffered some undercarriage damage which was repaired. Car was down for a year. Battery looks weak.
Obd is having trouble communicating with my scanner.
Could this be a simple as lacking a ground? If so where?

Do some more reading. You might have burnt up the fan doing what you did?

You just can't start feeding power into things in a complicated new model car.
The fan is PWM controlled and is triggered by several things. It could be the fan it could be what turns the fan on.

Do you have the factory manual? You really need one. Otherwise you will continue on like this. Throwing random parts at it and wondering why it was not fixed. That just won't work and is expensive.

I would have had the dealer repair it as you would not have paid for a new fan and still not have it work?

I don't see how feeding 12 volts into a lead that was only receiving 10.4V from the harness is going to damage the unit. I disconnected the pigtail and created a ground on the car chassis and fed 12V through the hot lead. If the ECU was sending a start signal on the other connector the fan should have started. It did not.
Battery indeed was flat, had it recharged at PeP Boys and this morning the current is at 12.5V at the lead.

The senders for the engine temperature, the IAT sensor are working as per OBD reader. There is gas in the A/C circuit, it comes on very cold. Checked pressure at low port OK. Compressor clutch actuates, I think it would not if pressure switch was not sending a signal.

What other input does the ECU need to send a start signal?
I do not have access to a scope so I am blind to what the ECU is sending.
A/C activation does not do it, Ect at 221 doesn't do it.
How else can it be measured?

Else the second (used) fan is also dead, it should have started when first installed if ECU had sent a signal, prior to battery going flat . Seller has offered to replace.

Code P0480 comes back after erasing. Rechecking the wire harness.

Any ideas?

I have the exact same issue. Was it ever resolved??? 7 years later lol.
