Default Trunk Won't Close

There's lots of threads on here about the trunk not opening, but not much on the trunk latch not engaging to lock the trunk. I went to the grocery store this morning and when I went to put my purchases in the trunk, it would not latch. It won't latch no matter how hard I slam it and when I push down on the trunk lid, its like it won't go down all the way and sticks up a quarter of an inch. I figured something to do with the "soft close" mechanism. I did go ahead and pull the wiring harness out to inspect and yes, there were five breaks in the wiring insulation, but none had actually broken any copper strands yet. I went ahead and soldered in a few patches for good measure and reinstalled the wiring harness, but it did not do anything. A couple of the breaks in the insulation were adjacent to one another and I wondered if maybe they'd touched and shorted out. However, its not clear in the fuse diagram which fuse would be involved or even if there is one for the trunk latch mechanism. Firstly can anyone point me to the right fuse to check? And if that's not it, anyone had this symptom before and come to a solution that you can share?
