I don't know for sure, but I think that its unlikely.
The instrument cluster is one of the most critical parts of these cars electronics, its a central gateway to everything from disarming the anti-theft systems to relaying the current fuel level to the can bus, pretty much everything on the medium speed can bus is dependent on the instrument cluster doing something. That means it has to be programmed to match the car EXACTLY, including firmware versions, otherwise things don't work properly.
Its also one of the VIN encoded modules, Jaguar say they can not reprogramme a used module, you can only fit a brand new one, although there are people around that have done it, but its quite involved.
Something I have looked at is whether you could replace the dials and facia of the cluster, leaving the existing electronics as is, its mostly some stepper motors, LEDs and an LCD. If you removed those theoretically you could overlay your own human interface on top, but it would also require quite a bit of engineering to both make it fit the existing cluster space and link into the cluster to get the signals and data it needs.
