You could replace it, you could also try a cheap ceramic coating like AvalonKing or something similar to see if it brings back the shine to your liking/uniformly.

Coincidentally, I saw some new (to me anyway) ceramic polish or solution for black trim in the automotive aisles (hanging on one of the end caps actually) at Walmart a few hours ago. It caught my eye & I read just enough to know that it restores black trim and lasts for something like 160 washes, supposedly. IIRC it was in a brown box, maybe 4" square instead of a bottle, by some reputable name I think. And it was around $15.

I think what Mark's referring to is a product offered by all the well-known polish and wax companies (mine is Meguiar's) that is for raw, flat-black plastic trim. Think of the plastic piece under the rear bumper cover between the tailpipes. This stuff is more like a "wax eliminator", removing any wax or polish overage that causes white streaks that can't be buffed out.
If you use polishing compound, those rear sail panels will come back to life easily. Also good technique for the black plastic side mirror brackets and trim.
This is what you want to use. It's a great polish for those pieces, and also works on other "shiny" black plastics like the wing mirror mounts, etc.. Works great on the interior wood clear coat too.
Try StarBrite Fiberglass Color Restorer for $19 on Amazon. I used it successfully to bring back the color & shine on my boat. Worth a try for the money.
