Well, Porsche tried but overextended themselves buying VW Shares. There are personal family connections between the 2 companies (Ferdinand Piech, a Grandson of Ferdinand Porsche was a long time Chairman of the Volkswagen Group, but also the Piech family owns a large stock of voting shares at Porsche). Porsche's take over attempt of Volkswagen failed, causing the "merger". But Porsche badly needed the "merger" as it was the only way to get out a 9 billion debt caused in large part by their insane take over attempt of Volkswagen. In essence, Volkswagen is calling the shots and the former Porsche boss is out.

That whole Porsche trying to buy VW and then VW taking over Porsche was very strange indeed
