19" should be fine, there are XJs that come with 19s OEM. 18" might have trouble fitting over the brakes properly, but i think 18s would look ridiculous on this car. 19s are small, and 20s are just about right. we do drive Jaguars after all, you might have to shell out more for tires, but i dont think buying a set of 18s plus a set of tires is going to save you that much money.
i just got a set of Nankang 20s for the front (i know, they are temporary) and they were $75/tire. They are fine, nothing special.

I understand the need for privacy but you don't have to provide your street address. At least your country, and Metropolitan area would be more helpful.
Unless AWD has changed and the tire sizes dont need to match anymore.
Hank, with AWD cars, you can run a staggered setup. That in itself is not the issue. What you have to watch is the tire diameters. As long as you keep them the same, you can run whatever size tires you want. You start running different diameter tires, that is when issues come up. For that matter, you could even run (theoretically speaking) a 15" rim on the front with a large sidewall and run 22" rims in the rear with a very low profile tire. May look goofey, but, if you keep the tire diameters the same, the car won't care when it comes to the driveline.
As for what is an acceptable difference in tire diameters, I don't think you will find a hard number. But, the system can absorb a little bit of difference in wheel rotation speed because when you turn, the inside front tire turns fewer times than the outer rear tire. If the system would not be able to handle this difference, every time you turned, you would either break something in the driveline or you would feel the car "hop" as the tires are forced to break traction and slip.

I run with 20"/245 square setup. No issues and it drives just right. Actually my winter tyres were on when I bought car. At spring I noticed that summer aftermarket wheels are square 9". Offset is bit more aggressive on front, but I installed 25mm spacer rear to match looks. Now it looks just right.
