Are you getting all of the codes you show in the picture?
The airbag modules are located in different places: the driver airbag module is in the steering wheel, the passenger one is behind the dash in front of the passenger, but normally the airbag modules themselves are not the culprits for the airbag light being on, they are quite reliable.
The culprits are normally some sensors, or the restraints control module, which should be located underneath the radio in the middle console.
I have attached the list of DTCs for the "B" codes.
Basically, it states for all of the codes you listed that tests via WDS (the predecessor of SDD) should be run. As I am pretty sure that it is extremely unusual for all airbag modules to fail at the same time, I would check earthing points, as they tend to fail on these cars, and the RCM (Restraints Control Module).
I hope that you have, or know someone who has, SDD/WDS, because I am not sure that a scanner will help you.
