Car not starting
Then the first thing that has to be determined, is the PATS system preventing you from starting. Please give us a report of the PATS LED activity when you insert the key into the ignition barrel. It's in the center of the dash on top, right next to the windscreen under the grey dark cover and flashes red, and it will either blink or be solid. If blinking, please report the number of blinks, if solid, simply say that it is solid. (this will help determine the state of the transponder in the key which is required before the engine will turn over)

It cuts power to a lot of the systems which includes preventing starting and the the gear selector

Colin is no longer trying to start the car. He either tried or dismisses all suggestions as to why it won't start etc etc.
Whilst the message above conflates neutral and EPB:
1) You can get it out of Park mechanically if you have to. A bit messy compared to sensible cars.
2) You can get the EPB off as Box alluded to if you have to, or there's a Youtube video on that too. Colin has already implied he has access to the boot..
You guys are trying to fix his car, laudable of course. I'm answering what he asked to do.

One, the inertia switch only removes fuel, and does not prohibit the engine from turning over, or unable to get the vehicle out of Park, or release of the EPB. If the vehicle has voltage from the battery, and the ignition can supply power (the reason behind the PATS question) you don't need to rip the vehicle apart, you simply need to turn the ignition to run, press the brake pedal to engage the solenoid in the console and take the vehicle out of Park, which will also release the EPB. Most folks simply try to move the lever out of Park, without following that procedure, which will not work.
If the cable attachment plate on the side of the transmission has lost it's bolts, then you will have to raise the rear by floor jacks and roll it out or get under the vehicle to reattach.

In checking and following the latest suggestions. I switched . All electrical functions are working. but what I find strange is the fan to the radiator is whirring, and the temperature gauge is now on high and red. The car is out in the yard and the sun is hot but would not have thought it that hot!!!

F19 - ECU, Front Ign Relay, Rear Ign Relay
F33 - TCM, JGATE
Id suggest you check the above fuses have power with the key in Ign II
Without these you wont start, get it out of park or operate park brake
Also the starter relay is controlled by the ECU, without the above it will not crank either
The above is from the MY03.5 onwards. Models before that can be found on page 02.1

One thing that I have noticed, is that when I disconnect the battery, the Parking Brake disengages automatically. Mine is 2004 XJ6, but it might be the same case for your car.
Shifting in Neutral is easy - put the key and turn it to right without engaging/trying to engage starter, press the brake pedal and move the Neutral. This will work if the Key is recognized by the immobilizer.
