Original Owner must've had something stuck there or the graining rubber that you speak of has already been removed and left the glue behind?

It was about 7:15am and I was running out of the door to earn my keep. So what you see is a condition of cup holder as IS with dust and FOD accumulated for about 3 weeks. No cleaning was done. What you see there is just dust and debris. There is no glue stuck in there. Just not whiped clean

I was talking of mine with the glue. What's in the bottom of yours, Jaguar coasters?
You should be able to remove whatever got stuck to surface with some elbow greese. heating it up in hot water to about 60-70C and some Scotch bright wool should remove anything attached to surface and create uniform finish. That where elbow grease comes handy

My cupholders were similar with a nasty sticky film covering the whole thing just like yours.
I think it must be some kind of finish they applied to the cupholder that went bad after almost 20 years.
Thankfully hasn't appeared on any other surfaces.
It didn't respond to windex or mild solvents.
So like Big K, I rubbed as much of it off as I could with my fingers.
