Default Front Shock Bushing Torque

Dear Forum, I think I am going to need to get the curved arm out of my way to replace the shock bushing.
Please could someone explain what the highlighted bit on the attachment actually means?
Thank you, my torque wrench is ready and awaiting your welcome response!
Ray
