I see from other posters that they are seeing the same. Apparently, the US modal was not fitted with a locking steering wheel. No explanation for this has been found so far as I can tell. The last car I had without a locking steering wheel was a 1967 VW BUG. NOT IMPRESSED.
The Jaguar S-Type (X200) was the first modern Jaguar NOT fitted with steering lock IN CERTAIN MARKETS.
The X350 is somewhat the same in many respects to the S-Type.
The countries that DO NOT have column locks are configured as such and when certain modules are replaced or reconfigured, the programming software will ask the question "COLUMN LOCK FITTED?" you need to answer correctly or the INSTPK will display an ERROR and it CANNOT be undone.
We were warned at the dealer and Jaguar would not accept returns on incorrectly configured modules. (the mechanic and dealer OWNED IT)
The numbers on top of the column are important when configuring some new modules.
