Default Power steering hose plugged?

Hello all! I was recently alerted by my son that there was a rubber hose dangling under my 04 XJR. I removed the engine splash guard a few weeks ago to repair it, and I didn't notice it at that time, so I believe it just happened. Yesterday, I put the car up on the ramps, and the hose in question seems to be part of the power steering rack. The plastic clamp that secures it to the frame was broken at the far, unterminated (factory-plugged) end, which caused it to hang below the car. Since it was unterminated and plugged, there were no leaks, but the hose itself makes no sense to me. Why is it there? What is it for? Is it a "parts bin" hose that can be swapped between the XJR and other models that may require termination?

Ah, I was under the car to take pictures and found this part number (2W933L602CB) on a label. So it turns out to be a hose, a part of the "04-09 Jaguar XJR XJ8 Vanden Plas X350 Power Steering Oil Cooler w/ Hose OEM" assembly that I found on eBay. This seems like a very strange way to plug an unneeded extra hole.

Maybe a way to drain the fluid?

Yeah, I guess the clamp at the end of the hose is securing a removable plug, and the clamp itself is over the seam where the plug is inserted, and that fooled me. Case closed :-)
