As of now, none of the windows will roll up or down except in this specific situation:
Insert Key
Turn key to ON position but do not start car
Jaguar logo displays on the screen
Jaguar logo disappears and message displays: ignition off / ac not available
All window switches work : up and down
Open door / or turn ON vehicle and window switches are no longer working.
Turn On vehicle: Window switches do not work. Turn vehicle off one click (ON position) and wait for the ignition off / ac not available message and all windows work again.
Previously we checked the window fuses, the main switch and the wiring connected to the switch. Tried the battery reset method.
Almost purchased a new switch but after further isolating I don't believe it would be the switch if it works with the key in ON position only? could be a relay problem with power being cut once the vehicle is started?
I still have all of the other issues but I'll post separately about them as we begin to work on the car again, this is most pressing at the moment.
swap relay temorarily
If no improvement trace the module which controls windows and examine
plug and socket in module and clean them.
Examine pcb in module for any water ingress,overheating, dry joints etc

Your air filter inlet is not blocked with leaves is it?

Just guessing here. As the problem depends on the vehicle's "state", it's not a faulty switch (and unlikely just a Relay), more like a faulty "module" that has lost it's marbles.
Since you have other electrical issues, doesn't seem to be necessarily limited to the windows? What would be common?
I make an admission here. Whilst I like to know what's going on, I take my car to an Indy and pretend to be a "Fat Cat", which these cars were designed for I was told?

I had issues with mine (same color, btw): they wouldn’t automatically go all the way up. I had to keep pressing the switch. I know my prob is not comparable; but, I’m betting your local jag mechanic will know the little trick that’ll remedy yours. It’s nuts! I watched him open and close the front door, then try to open the rear door a few times, go back to the front door - and the problem was solved.
This is one item that might make troubleshooting a little easier / point you in the right direction that does not require any tools or diagnostics (beyond a index finger).
There is a "learn" sequence the windows go through when the battery has been disconnected. It requires each window be lowered and raised (totally opened and closed) three times before the automatic one-push function will work for up/down. Once the car re-learns full up and down, it allows you to fully raise/lower with one momentary full press of the window button.
I am curious as to if this function is working properly, as it might point to whether you have a wiring, switch-pack, door module problem, FEM (Front Electronic) or REM (Rear Electronic) module issue. Because it is affecting all four windows, I am leaning towards Switch-pack issue, but that just guessing.
So, disconnect the battery once more, make sure to ground the positive battery lead to discharge module(s), reconnect and do the window learn sequence and let us know how it goes? The attached schematic identifies the components and modules.

Thank you all for the replies and sorry for the delayed response. The air ride obviously became priority. In the end when he took off the front driver's wheel, it was obvious the front driver's air shock was toast. We ordered a replacement on eBay and it worked beautifully. It was easy replacement (and saved us hundreds of dollars). The hardest part was the upper control arm nut (the thing in there started spinning) we watched some videos and realized you could put a star shape in the bolt? (sorry I don't know the lingo) and with a torch eventually got it off.
With the battery disconnected so long, we did as described above and did the learn sequence for the windows. They still don't work unless the key is in the on position without the car being turned on. (edit) : The key in the door - up and down both work once again.
Will report more as we go.
