Where is DMTL Pump?

Where is DMTL Pump?
Where exactly is the DMTL pump, and how difficult is it to access? I have searched and haven't had any luck. (I have found much info from this sight over the last couple of years and am grateful)
I started getting a P2406. I took it to a garage I don't know very well, and they said to change the filter ($304) would fix it. The check engine light came on before I got home. Now it's a P240c.
