Welcome to the Jaguar Forums! It's great to have you with us.
I have moved your post from the forum for the X350 to the forum for the XJ40, which is the Jaguar factory project code for your 1994 XJ6. Here you will find knowledgeable owners of similar cars.
There is no kickdown cable on your car. The transmission is electronically-controlled and kickdown is triggered by a switch under the large rubber stop button under the accelerator pedal.
I would suggest that before you mess with the kickdown switch that you first adjust your throttle cable, which stretches over time. See the photos at the link below for instructions:

I think I can help you with your problem. Does the transmission kick down when you push the pedal all the way to the floor and hit the button (kickdown switch) with the pedal? In normal mode, this is almost the only way it's going to change gears if the engine has already engaged 4th. If you put the car in sport mode, it should kick down one gear at about half throttle. This is normal and can be confusing if you've driven a car that gears down via the throttle cable itself. I would say that if you need to drop down a gear, flick the sport switch (S / N right by the shifter) and give her a bit, OR use the j-gate to select 3rd or 2nd depending on your speed. The kickdown switch really is meant for maximum acceleration, since you have to have the pedal matted to the floor.
If you're talking about the kickdown switch not dropping down a gear when you press it, that's another story. Likely you would need another switch, or your current one has been unplugged. But try it out first, and try sport mode as well.
