Have you tried a Jaguar Hard Reset ( reboot ) for it has solved some of my security system anomalies ? Keep in mine the engine ECU will have to relearn some perimeters so it may be rough for a while until it relearns and you may lose the radio security code and not power up
Sometimes . But if you drain the charged capacitors , solid state RS latches and other things inside the several different ECU's to the shell of the car as a electron well you reset the out of configuration device to zero state and it powers up correctly from there . Some devices have a built in circuit to do this ( bleed ) and others do not therefor Hard Reset . Works

******* some corrections requested if not correct **********
1. Key to the ON position
2. Disconnect BOTH battery terminal wires
do not let terminal wires fall on post
3. Hold or jumper BOTH terminal wires together for some time short or long overnight
4. Remove jumper wire
5. Return key to the OFF position
6. Reinstall BOTH terminal wires
Note A. By removing both wires from the battery you eliminate the chance of getting the other methods crossed in the heat battle or personal memory .
Note B. You will loose certain parameters in the Engine ECU before it relearns by driving it through different throttle ranges and X number of miles .
Note C. You may loose factory Radio security code and not power up ( anti - theft feature ) may get around this by removing the radio before whole car Hard Reset
Note D. There is another reset through the factory radio button sequence that resets the power windows , seat controls , ect .
You may wan't to cut and paste this as a separate topic for others opinions and input for there different methods as well as contacting your Jaguar Dealer

In case you have an issue with the windows I did find a disconnected black ground wire on the driver side door switch pack connector that was intermittently making contact causing problems . Just pushed it in to lock in place . There is a procedure to holding the up button for a long period of time ( guessing 10 seconds without looking it up ) and the control resets the up stop . Maybe a slight tug on each wire of the effected connector might reveal something for you . As an option if you cant get a door switch pack to work and can't source a part you can easily put in a manual switch for that is how I verified the window motor runs fine .
Is the small peanut bulb in the hi beam working when you put on the parking lights. This is what flashes when you lock the car in the headlights. Same bulb in the side markers and license plate lights
