This week I could hear a belt squeal noise which went away after revs.
I started her up this morning in the cold and a noise had started when I steer. After 5 seconds a smoke comes out.
Iv looked at the belts and the small thin belt which goes over the fan stops and starts. I don’t know where to start. Could this be a belt problem or is something stopping the belts rotation. The noise is pretty bad from the steering.

The squeal at startup could be the alternator belt slipping while the alternator works harder at start-up. Cold weather, a battery that's going off, and a loose belt can contribute.
The bonding on the alternator belt's run on the engine pulley could also be coming loose. This would cause a squeal or a screech after starting (delamination). This issue contributes to the battery going off.
The power steering pump is driven by the large belt that drives the a/c too. Loose belt or p/s fluid on the belt thats burning off? Smoke is never good.
The belt going over the fan pulley also drives the air pump, although you might not have an air pump, just an idler pulley. The idler could be stuck, that happens a lot with idlers. More important, this belt drives the water pump too. You want to keep that belt working at its best.
Cold weather = looser belts when cold. Situation made worse if they are older and not so supple anymore. Tension up the belts when cold so they are not loose.
