Not a problem at all, TSB 1/96 No 14-06 covers this issue. Fans were modified to come on with ignition. Not an ideal fix as you certainly don't need them running straight off on a chilly morning.
A more sophisticated fix is to install a relay & have them only coming on with ignition if A/C is switched on.
Many owners probably have the A/C on at all times (never switched off)
so Jaguars easy fix is probably OK. The only come on on low speed & are then controlled by the temperature thermo switch & the pressure switch on the A/C circuit. The above TSB explains it all.
