Oil Pressure Gauge Never Moves
Yup, normal. It's a dummy gauge :-). It works like a warning light except a needle moves versus a bulb illuminating. Jaguar went to this circa 1995.
The temperature gauge, by the way, is deceiving. It's not on-off like the oil pressure gauge but it is "calibrated so that a wide range of temperatures results in a normal reading", as per the shop manual. I don't know what the range is but my guess is that about 180ºF-220ºF results in the needle staying solidly on the "N". One of these days I'll verify that guess against my scan tool
Cheers
