Default Starts into full throttle

Hi, I went to fire up the lady that's been standing for a good while (under cover). It's not the first time and usually she kicks in with hardly a moan. This time was longer and she went into high throttle leaving me no option other than shut down. Battery wasn't good so I charged. I've just tried again and she cranked but again went straight to full throttle. The cables do seem stiff and I'm guessing it could be a simple lubricant fix . However, wanting to get right can anyone explain (with possible pic of area) the best way/place. Thanks in advance!

Exactly what it was. Started much better given a squirt of WD40, clean with a old toothbrush followed by a drop of oil. Thanks.
