You've posted in the wrong forum ! Your car is in the XJ40 series, so post in that forum, and you should get some replies. However, you'll need to give a lot more information than you have so far.
Welcome to the forum CartF1,
I see from your Intro you have an early X300 so I've moved your question from XJ6 & XJ12 Series I, II & III to X300 forum. Members here with the same model will be able to help.

Listen for the fuel pump to turn on for 4 seconds and then turn off as you rotate the key to the on position only before the start position . It will turn back on later in the start sequence .
If no results swap relay of the same part #

Hi CartF1,
It would help us to know if the cranks-but-won't-start condition came on gradually or suddenly, or if the car had not been started for some time.
In addition to Lady P's good advice about the fuel pump, probably the most common cause of cranks-but-won't-start is low battery voltage. If the voltage sags much below 11 volts while cranking, the Engine Control Module (ECM) will not trigger the ignition to fire.
Another common cause is failure of the Crankshaft Position Sensor (CKPS). A simple check is to watch the tachometer/rev counter while cranking the engine. If it reads approximately 200 rpm while cranking, the CKPS is probably providing a plausible signal to the ECM. If the tachometer reads 0 rpm, suspect the CKPS or its wiring. Sometimes simply cleaning the tip of the sensor and the teeth of the reluctor or sensor ring on the crankshaft will restore proper operation.
Another possibility is water in the petrol. Had you recently refueled?
Cheers,
Don
