Default Hard crank in the cold?

I had the battery checked and it works fine, but it still hard to turn over on a cold morning. The only thing I can think is it might be a coil pack, any ideas suggestions?

Thanks,

hard to turn over
Does that mean that the starter rotates the engine with difficulty or that it takes a while to start . . . or both?
