In my 2003 XJ8 VDP I get no heated drivers seat even thiugh the red dash button light goes on. Also the dash panel right under the door lock/unlock, Valet, and Heated Seat switches is VERY hot to the touch. Is that normal?

 

I would say no. There must be something causing high resistance and generating the heat. I'd take a look back there and see if you see anything melted or burned...
