long valve cover bolts broken

Well, broken bolt removal is an art. Although it is not difficult, learning how on a Jaguar cylinder head would not be my first choice.
If you have any bolt exposed, then sieze hold of it with vice grips and turn out. Otherwise, the process is to drill a hole (smaller than the bolt size, DIRECTLY in the center of the bolt), then use an "easy out" or bolt extractor. To drill such a hole, you need to center punch the broken bolt. It is best to use a reverse turn drill and it will sometimes come as you drill it.
One reason I said that learning on your head ain't such a good idea, is that it is easy to break the extractor off in the bolt and you then have a mess. Dremells and small chisels are next, which is not fun. Then you are looking at helicoils.
I would find a good machinist or millwright or mechanic to help you on this one. It is a relatively easy tak if it goes well. If not...well...
