1999 SC and NA have the same wire colours coming to the MAF but differently arranged. Your soldered-on connector appears to be from an NA engine. Since you have an SC engine, you cannot solder colour-to colour. Ignore the wire colours of the connector pigtail and solder the wires from the loom in the order as on the pictures I attached earlier. This picture shows the wire arrangement on my 1999 SC engine, same as on the said pictures.

This fixed it. Wires in the wrong spots was the problem with the idle. I think we had an NA model connector from the junk yard. When my buddy was testing the idle he revved it by the throttle body and the scanner did pick up code P1797 code CAN TCM/ECM Circuit Malfunction. This was cleared and then my buddy went for a test drive on the freeway with no codes popping up. There is some steam or smoke coming from under the valve cover. Maybe need some new gaskets, but everything seems to wrapping up with this one. Any further thoughts? I appreciate everyone's support!
