Highhorse and Lady Penelope the link to Jagrepair was exactly what I needed to figure this thing out.

The White and Blue wire is the 12v feed that was not showing any voltage and according to the diagram it is powered through the #12 fuse in the Engine Management box under the hood. Pulled the 10A fuse and sure enough it was blown just enough to where it was hard to see. Changed it out and problem solved.

Hooked up the scanner and its showing data now.
