Default 1990 jaguar xj6 won't accept fuel

My friend has a 1990 jaguar xj6. She just starting having an issue where she can't fill up with gas. She said no matter what angle she tries or how slow she tries to pump, it just won't take the fuel. I assume there is some sort of valve that would release pressure. Is this a common issue? How can I fix it for her? This is not a car that she wants to put a lot of money into. Thanks in advance for your help.

It sounds like the vapor release hose that comes off the top of the tank is obstructed with something. I had a break in that hose and tried to plug the outlet with a cork for the time being. The result was, of course the same problem, gushing out the fuel filler neck.

Or her fuel level sending unit is broken and it reads E even though the tank is full.
