Default Fuel at filter

Working on my 94 VDP. I apparently am not getting fuel. I removed the fuel filter and get no gas out from the pump. Does anyone know if I turn the key on shouldnt gas spray out of the line that the filter was connected to?
I also put the trans in D to trick it into thinking its running. Still no gas.
Am I wrong in assuming my pump is bad?
I also switched out the relay for the pump so I know its working. I dont think I hear it prime.

I tried jumping the fuel pump off the blue wire and directly to the pos side of battery. It sparks and does not seem right.
If the pump is bad will it cause this?

Fellas, if you have power at the positive wire attached to the fuel pump when you turn the key on and your not getting fuel, your pump is kaput. Plenty here about these issues by using the search function within the XJ40 section.
