Stalling occasionally now it's FF44 time!
Hey Larry,If the sensor were all warmed up, the voltage would swing. An air leak upstream in the exhaust will/ could cause the same kind of thing.You should see the guage swing wild tho...

Well today I'd planned to do some more tests but as I was running a bit low on gas I drove over for a fill up first.
Surprisingly, she warmed up and apparently went into closed loop without a problem as no codes or MIL warning came up - plus - didn't have any stalling/surging issues either ...
Anyway, drove around quite a bit, about 10 miles or so, stopping and starting at various places around town and still no weirdness or codes
No doubt this is a temporary situation but looks like everything is behaving itself again?

I think I recall reading in the Diagnostic Manual that the ECM won't do certain things if the fuel level is below 2.5 gallons. But maybe it was that it wouldn't trigger certain codes if the fuel was low? I wonder if that had anything to do with your issues?

However, after I filled up I ran around for a good hour and a half, stopping and shopping for about 20 mins in between and she ran just fine.
Maybe I have a weakness or break in the o2 sensor harness that somehow got re-oriented into a better connection after I horsed around with the wiring doing all that testing?
I'll take her out for a run on the highway tomorrow and see if she still throws a code.
BTW, talk about being stupid! - It seems as though my purge valve test wasn't a purge valve test at all!!!
I have always assumed the skinny striped hose that connects to the vacuum tee toward the front of the intake manifold was the purge valve hose. In fact, it's the connector to the vacuum control valve.
So in my my purge "test" I connected up to THAT hose - so that's why it failed the "test"!
To my embarrassment I have to admit I still don't know where the purge hose connects to the manifold.

Don't be hard on yourself, Larry. The carbon canister system is not explained very well in the documentation, especially its plumbing.
IIRC, the purge valve hose connects to the left or forward side of the EGR port on the bottom of the intake manifold. The EGR pipe connects to the right or rearward side of that port. I show some photos of the port in this album:
