Default 1985 Jaguar won't start!

I just had new hoses and belts put on my car. The battery was getting low and only have 68 cranking amps left. I bought a new battery and the car tries to turn over but wont start. I can smell fuel when I try. I found a mystery hose unplugged and that might be the problem why it wont start. It comes off of a t-line and I dont know where it goes too. I have attached a photo link
Also, before all this happened I was told the car was running rich, When it first started up it run rough on idle and had black smoke when I gave it gas to keep it running.
I am so fed up with this car, it needs new rotors and brakes and one mechanic said it would take 12 hours for the back end alone. Any suggestions would be appreciated. I can't find any schematics for where this hose goes, I have a baby on the way and really can't afford to sink anymore $$ into the car but its my only source of transport

That hose goes to the climate control system. Look in the area below the battery for the mating hose and/or look between the back of the engine, right side, and the firewall.

Sounds like the engine is flooding. A fuel pressure test is in order to determine if the regulator is working. Also, remove the vacuum hose from the regulator and see if any raw fuel dribbles out.

The coolant temp sensor can cause over fueling as well. Remove the connector and jump the terminals inside with a paper clip. Post back if anything changes. Also, examine the temp sensor connectors carefully for damage/corrosion.

Thank you, still no luck. Tested the spark plugs, I dont have anything for the fuel pressure test, There is fuel getting to the fuel rail. Tried the paper clip in the terminals. Just ticked off, paid over $500 for a few hoses and belts and now the car sits.

My dad took some hose off while I tried to start the car and fuel come out of it, so I dont know maybe it still is getting flooded. The mechanic is next door, I dont see it feasible to pay nearly $100 to have it towed there. I am really starting to despise this car!

1) Low voltage from your bad battery could have been the cause of your rich running
2) Don't fret over vacuum hoses, they won't keep your car from starting
3) Did you pull the coil wire from the distributor cap and crank the engine to see if you have spark?

Got the car to run for a little bit, but it stalls. Put brand new spark plugs in and within 1 minute the plugs were black and sooty. Currently the car will only start with the gas pedal down before ignition.
I had someone wanting to buy the car, he offered $1000 for it if i could get it running, I have it listed for $3500 The body has rust only on by the front window and the under carriage is excellent. He told me someone else was selling the same model year for $4000 and that my car was in much much better shape, that made me wonder why offer $1000 lol just venting on that last paragraph here is what the car looks like, i think its snazzy! Does anyone think he was trying to rip me off or should I have taken the offer of $1000?

I guess now to figure out if I need a new fuel regulator?

A fuel pressure test would confirm this but my guess is that you need a fuel pressure regulator...about $75 or so and maybe 1/2 hour to install.

Might be as simple as the vacuum hose to the existing regulator has broken or fallen off.
