Default cruise control problem

Hello,
the cruise control never worked on my xj6 III.
When I Replaced the expansion coolant tank I noticed the device was hanging under then tank itself. The rubbers where it was installed are worn out completely. What I did is to put a nylon wire to hold it in place.
Since the cruise control is not working at all, Could I just remove it ?
there is a hose connected to it, I suppose there is not any fluid running in the hose but just air for vacuum is it right ?
Can I Remove it completely ? If I Remove it what I have to do with the wire which engages the accelerator pedal ? Just live it hanging there?
And if I would like to debug why the cruise control is not working how Could I debug the problem ?

if you dismantle the parts of the system you can't fix it.

Put everything back how it is supposed to be and then troubleshoot.

normally the rubber accordion deteriorates and starts to crack at the "valleys". Seal it with flexible caulking or similar liquid rubber.

If you are going to leave the vacuum hose disconnected from the head unit, put a plug in it, a screw or thick nail works.
