It sounds as if the copper "finger" which runs up the inside center of your upper steering shaft, may be broken, and is contacting the walls of the steering shaft, completing the horn circuit, and causing it to blow.

That "finger" was Jaguar's way of running electrical current to the horn button on the ever-rotating steering wheel. It was already a fragile arrangement, but, becomes even more so after a few decades of use. I have had it happen a few times on my XJSs. The easiest way to fix it is to buy a used upper steering shaft with an intact copper finger, from a used Jag parts supplier. As I said, that is the easiest way to fix it, but, not necessarily the "best", or cheapest way to fix it, because it can be pricey, and you still have at least a 20 year old part, which may be just as fragile as the part you're replacing.

I know of a couple suppliers in the US. However, I see that you are in Greece, so I think it would be less expensive for you to find a supplier in your part of the world, than for you to buy it in the US, and ship it to Greece.

At any rate, here are a couple U.S. suppliers you might try. You will need to either call or email them, as it's impractical list such parts on their website.

COVENTRY WEST

Home page:
Land Rover Parts | Jaguar Parts | Coventry West, Inc.

Used parts page:
Jaguar Used Parts | XJ6 Jaguar parts | S Type | X Type

MOTORCARS LTD.

Used Parts page:
Used Jaguar Parts

I have no affiliation with these companies. I am simply a satisfied customer.

Before you commit to buying a used upper steering shaft, I strongly suggest that you remove your steering wheel, look down into your steering shaft, and see for yourself if that is the problem. The copper finger runs from the base of the shaft, all the way up to almost where the steering wheel attaches, and you can easily touch it with your finger tip.

If that copper finger is intact, it will be centered in the steering shaft. GENTLY wiggle it slightly with your finger to see if it feels weak or broken. Be careful, because it doesn't take much pressure to break it off.

However, if it is already fully broken, it will NOT be centered, but, will be leaning against the inner wall of your steering shaft.
