XJ12C: Holes in floor pan

Default XJ12C: Holes in floor pan

Hi all
I bought a new floor pan to my XJ12C. It has similar ~30mm holes in it as the original. see picture.
What are these holes good for? Water drainage? I guess they were originally sealed with some rubber thing? Any reason not to just weld them shut? Seems like a rust trap.

They should be sealed with a blind grommet. XJSs have them as well, no idea why unless it was needed as part of the body welding support system at Pressed Steel.
