I assume you only blow the fuse when you put your foot on the brake pedal ?
Does your car have the high mounted stop light on the trunk lid ?
If so, take that apart and have a look if you haven't done so already. All of the connectors inside there are bare, so it's very easy for them to get bent and short out.
I had this issue when I had the high mounted stop light off during a respray. I have now installed some upholstery foam between the + and - wires to prevent future shorts.

I have also had problem with the 3rd brake light.
took it out.
Kept getting rear bulb failure, could not find bad bulb or fuse.
Then 1 day car died. All my fuse were grounded but not blown.
took days looking for a short. Finally realized somehow third light for some reason had tripped the fuel inertia switch. With 3rd light out got power back after resetting switch.
