Sure looks like it, but perhaps one of the relays you messed with now bad. Tough to say, but a telltale symptom of a bad cps is not seeing 200rpm at the tach when starting...do you have the old one? Maybe swap that in to see if there's a difference?
i oredered another cps unit and a new lt. blue hella relay. I will mess around with those but im at a dead end after that. Fingers crossed something works ,convertible season fastly approaches. On the brighter side my 97 xl6 arrived yesterday so double the headaches double the fun. She has a few minor issues to address but is a very pretty cat
You could have simply swapped another lt blue relay to test it. The lt blue relays have a TSB. They are to be removed and replaced. Something is wrong with them causing failure.
So in mu search for the fuel pump relay i came across this white plug not hooked to anything. Its located on the right rearinside fender next to the battery. Does anyone know what it belongs too? Also i found the relays up under the right rearwheel well but the looked positioned as to not allow clearence to remove. Can that whole cluster be positioned downward to ease servicing? See pictures. On my 94 that plug was for hooking up trailer lights.
I also wanted to move that group of relays to the other side of the support.
Never got around to it, but the relays should pull out of their sockets.

The middle one of those 3 Relays (The Silver One) is the Fuel Pump Relay and there is enough room to unplug but don't do that unless you have another one to replace it with
As if you think that Taking out was hard, trying to put it back is just like trying to Cut your own hair looking into a Mirror! only more difficult obvs!
So here is what I would do, if I were you
Make sure the Battery is fully Charged and that you have enough Fuel in the Tank as you need around 10 gallons just to cover the Fuel Pump Sock which you won't be able to see, as if the Pump is the problem then you would have to Pull the Fuel Tank out or at least pull it back far enough to get into the tank to replace it
This is the Job from Hell and not for the Feint Hearted (A Garage would want at least a Grand or maybe £2K to £3k! (I kid you not!)
Anyway disconnect the Fuel Pipe inlet hose from the Fuel Rail and then Slide another rubber pipe over it and then hang it over the Front Fender with the open end into a Container
Then Crank the Engine Over and Fuel should come gushing out continuously when Cranking don't be fooled by residual pressure, Fuel Should be gushing out like a Garden Hose
If it doesn't then its probably the Fuel Pump Relay that may need replacing or maybe the Crank Position Sensor if you Car is a 1995 4.0L
If none of that works, then it could be the Fuel Pump but let's hope not
Before you go to any trouble with removing the tank to check on pressure flow or hose conditions, you would be better served to buy an endoscopic camera.
With this, you can leave the tank in place. Just open the top, which is accessible once you remove the metal baffle, stick the camera in there and see what you can see.
If you then determine that the pump or hoses are bad, which is plausible after 30 years, then at least you wouldn’t have gone through the problem of pulling the tank!
I recommend a camera that comes with its own screen (the ones that connect to phones lose the ability to connect over time), and that come with two cameras in the tip, a front facing and a side facing. Very helpful!!
